“Know when to put ships out”

The best time to play ships is if you have a ship that is worth 1 less than a ship already in play. Your ship may get overlooked and you’ll end up with just enough “free” ships to put you over the top in points at the end.

“When others fight, the quiet one wins the game”

This strategy is most important with more players.

When losing, be loud. Be sure to point out who is winning, and who is in second place. Convince others they need to stop the lead player from winning. Do what you can to start the fighting.

When winning, be silent. Bring as little attention to your victories as possible. The last thing you want is everyone to jump on your bids so that you have to fight and waste cards on winning ships.

Find the balance between the two. If you can cause loud arguments in the beginning of the game, great. The best thing you can do is cause a rivalry between two players. Yet, be sure that if the attention is ever brought to you, you are clearly not winning. A tough balance, but the way to win the game.

“Don't be too quick to capture merchants”

This is based on playing Loot as a 2-player game, so may not be as useful for multi-player games… [Edit: it is!]

My experience is that if there is a merchant ship contested with nobody winning at the start of your turn, it is generally worth not attacking with further pirate ships right away, even if you can. It’s far too easy to run out of cards, so drawing up rather than scoring can really help.

“Non-player merchant ships to keep up the flow of booty”

The game, particularly when there are only two players, can often go for periods where no merchant ships are in play. To jolly this along a bit, try extracting one of each value of merchant (2 to 8 ) and shuffle them to make a mini-deck. Turn one up in the middle of the table at the start of the game and then any time when there are no merchants in play at the end of someone’s turn. These ships belong to nobody and stay out there until attacked and captured. Other merchants get played from player hands as usual.
