“Risk management”

Try no avoid collecting too many cards when a sandstorm has a high probability of striking. That may be a chance event, but by taking into account the ratio of the sandstorms remaining and the total number of cards in the draw pile, one can calculate the possibility of a sandstorm event.
Collecting many cards has advantages, but the sandstorm chance event can make one not want to risk too much by gathering too many cards.
