Maybe it’s just a problem with presentation, try to explain playing the first turn together that is go first pick the first race and explain how the combo power+race works then follow with conquest (2 or 3 regions) and redeployment (this is the most difficult part) then second player chooses the first race and again conquest + redeployment, repeat these steps for all players. Second turn you go in decline and explain what is and how it works then everybody goes in decline.
Third turn the normal game begins.
